Why Environmental Planning Belongs at the Start of Energy Infrastructure Projects

Environmental planning is often described as a permitting task. In practice, it is a project-planning task that can influence route selection, site layout, access, grading, stormwater design and construction sequencing long before an application is submitted. 

For pipelines, substations, terminals, access roads and other energy infrastructure, the most useful time to identify environmental constraints is while the project still has room to adapt. 

Early constraints influence the design 

Wetlands, streams, floodplains, threatened and endangered species, cultural resources and potential contamination can change what is practical on a site. A wetland crossing may affect alignment. A floodplain may limit equipment placement. A protected habitat may alter the construction window. Erosion and sediment controls may require additional space or a different sequence of work. 

Finding those conditions early gives engineering, surveying and environmental teams time to compare alternatives instead of reacting after the design is advanced. It also creates a clearer basis for cost estimates, schedules and conversations with regulators and landowners. 

Regulatory timing belongs in the project schedule 

The permitting path is not static. In January 2026, the U.S. Army Corps of Engineers reissued 56 Nationwide Permits and added one new permit for qualifying work in wetlands and other regulated waters. Industrial stormwater requirements are also in transition: EPA proposed a 2026 Multi-Sector General Permit, but the 2021 permit was administratively continued when a replacement was not finalized before its expiration. 

Those developments do not affect every project in the same way. State authority, federal jurisdiction, regional conditions and the type of work all matter. The practical lesson is to confirm the likely approval path early and revisit it as the design changes. 

Integrated planning reduces rework 

Environmental decisions are connected to technical decisions. Wetland limits affect civil design. Survey data supports resource mapping. Stormwater requirements influence grading. Permit conditions can shape access, restoration and the construction sequence.

The goal is not to add another layer to the process. It is to give the project team better information while decisions are still flexible. 

Plan for certainty, not just compliance 

A strong environmental strategy does more than support an application. It helps the team understand constraints, set realistic expectations and build environmental responsibilities into the work plan. 

Projects move more predictably when environmental planning begins with the concept, develops with the design and continues into the field. That approach supports responsible development while reducing the risk that a late discovery becomes a redesign, delay or compliance issue.
